Whanganui District Council provides three designated self-contained freedom camping areas within the city, at Anzac Parade alongside the Whanganui River, Kowhai Park and Moutoa Quay in the city centre. A self-contained vehicle certificate is required at all three, and stays are limited to two consecutive nights per site. Kowhai Park has public toilets nearby, while Anzac Parade offers river views with limited services.
